Promoting Regional Cooperation in South-Eastern Europe and Moldova via Networking within the authorities responsible for the environment and justice sectors

Themis is an informal regional network of national authorities established in 2010 with the overall objective to facilitate the European Union (EU) Accession and Association process in the field of environment, through strengthening cooperation and knowledge transfer in the South Eastern European (SEE) countries and Moldova.

The network’s mission is to protect the environment by improving the capacities of its members to implement and enforce legislation on natural resources and forestry, and to combat environmental crimes.

The main beneficiaries of the project are officials from the national and local authorities responsible for environment, law enforcement officials and the judiciary.

The network operates according to the principle of ownership by the member countries. The main guiding body is the Executive Committee, comprising the participating countries, the Regional Environmental Center for Central and Eastern Europe (REC) in the role of secretariat, and the donor countries. The secretariat works in cooperation with the network's operational focal points in its member countries. They provide regular input and recommendations to the secretariat.

The Multi-Annual Work Programme for 2018-2020 is tailored to the countries’ priorities, prepared in cooperation with and endorsed by the beneficiaries, and divided into three Clusters:

  • Cluster 1: Management of the Themis Secretariat
  • Cluster 2: Knowledge transfer (exchange programs, joint law enforcement and cross border actions, peer reviews and knowledge stock)
  • Cluster 3: Facilitating the EU Accession process and strengthening the environmental compliance chain at national level (development of in-country mechanisms, support to judiciary, involvement of civil society and private sector)

Under Themis III the following results will be achieved:

  • Result 1: Increased awareness, mutual understanding, cooperation and dialogue in the region amongst stakeholders across the environmental sector and beyond.
  • Result 2: Enhanced knowledge transfer via joint actions linked to law implementation, enforcement and combating environmental crimes.
  • Result 3: Strengthened environmental compliance chain in the beneficiary countries.
