Macedonian Environmental Crime SOP Working Group

A Themis working group met on November 17, 2015, at the premises of the Regional Environmental Center (REC) Former Yugoslav Republic of Macedonia in order to discuss the country's draft report on the general standard operating procedure (SOP) for tackling environmental crime. The main outcomes of the meeting were the following agreements:

  • the sector-specific SOP will focus on the hazardous waste sector, and specifically waste oils; and
  • a wider stakeholder workshop will be held on December 21-22, 2015, to which all beneficiary institutions will be invited (including the State Environmental Inspectorate, the customs administration, police inspectors, forestry inspectors, judges, the public prosecutor, the Ministry of Justice, the Waste Department of the Ministry of Environment and Physical Planning, and other experts).

 

The December workshop, the venue of which has yet to be decided, will provide an opportunity to harmonise the final content of the SOP. A case study will be presented to illustrate weaknesses in communication and coordination among all relevant authorised institutions dealing with environmental crime and with the detection of criminal activity associated with waste oils.
